Yes, in most cases. Replacing an existing light fixture - chandelier, pendant, ceiling light, bathroom vanity bar - with a new one of comparable type on an existing circuit is something most homeowners can do safely. California does not require a permit or licensed electrician for this category of work.
What does require a licensed electrician in California: adding new circuits, installing new light fixtures where none existed before (which requires running new wiring), changing the circuit amperage, or any work inside the electrical panel.
What You Need Before Starting
A non-contact voltage tester. This is not optional. Before touching any wires, you need to confirm the power is off at the fixture. Turning off the switch is not enough - the switch only interrupts one leg of the circuit, and some wiring configurations can leave wires energized even with the switch off. Turning off the breaker for that circuit and confirming with a voltage tester is the safe approach.
Basic understanding of wire colors. In US residential wiring, black is typically hot (live), white is neutral, and bare copper or green is ground. Modern fixtures come with clear instructions on which fixture wire connects to which house wire.
A sturdy ladder and ideally a helper. Most ceiling fixtures are installed while holding the fixture with one hand and connecting wires with the other. A helper who can hold the fixture while you make connections is genuinely useful and reduces the chance of dropping something.

What Happens If You Skip the Safety Steps
The most common DIY electrical injuries come from assuming the power is off without verifying it. A 120V shock is painful and disorienting but usually not fatal for a healthy adult; the real danger is the involuntary muscle contraction causing a fall from a ladder. At ceiling height, that fall is the actual risk.
The second common issue is wire connections that look secure but are not. A loose connection creates resistance, which creates heat, which over time can cause a fire inside the wall or ceiling. Wire nuts should be tight enough that a firm pull does not separate them.
