Earthquake retrofitting is one of the most meaningful investments a California homeowner can make, and it is less complicated than many people assume.
What Retrofitting Actually Means
The term "retrofitting" covers several different types of structural improvements, and what your home needs depends heavily on when it was built and how it was constructed.
The most common type of residential earthquake retrofit in California addresses what engineers call "soft story" or "cripple wall" construction. Many homes built before the 1980s - and especially those built in the 1940s through 1960s - sit on a short wood-framed wall called a cripple wall, which connects the foundation to the first floor. These walls can collapse sideways in an earthquake, causing the house to drop or shift off its foundation.
A cripple wall retrofit involves bolting the house to its foundation and adding structural plywood to strengthen the cripple wall against lateral forces. This type of retrofit is sometimes called a "brace and bolt" retrofit. For many homes, it is the most cost-effective seismic improvement available.
A different issue affects homes built on raised foundations without cripple walls, as well as concrete buildings. These have their own structural vulnerabilities that require different engineering approaches.
Brace and Bolt: The Most Common Retrofit
California's Earthquake Brace + Bolt (EBB) program, administered by the California Residential Mitigation Program (CRMP), provides financial assistance to help eligible homeowners complete brace and bolt retrofits. The program has helped tens of thousands of California homeowners. Eligibility is based on home age, construction type, and location within a designated high-risk zone.
When the EBB program has open enrollment periods, qualified homeowners may receive grants that can offset a meaningful portion of the retrofit cost. The program's website provides current information on open enrollment windows, eligibility, and grant amounts, which change depending on available funding.
A typical brace and bolt retrofit for a single-family home often costs somewhere in the range of $3,000 to $7,000 or more, depending on the size of the crawl space, the condition of the foundation, accessibility, and local labor rates. These are rough estimates - costs vary considerably based on what contractors find once they get into the crawl space.
Soft-Story Buildings
Multi-unit buildings with open ground floors - think apartment buildings in Los Angeles with parking on the ground level - are particularly vulnerable to earthquake damage. Los Angeles has passed a mandatory soft-story retrofit ordinance that requires owners of certain older multi-unit buildings to complete seismic upgrades. Property owners in Los Angeles should check with the Department of Building and Safety (LADBS) to determine whether their building falls under the mandatory program.
Retrofit costs for soft-story multi-unit buildings are substantially higher than for single-family homes, often running into the tens of thousands or more depending on the number of units and structural complexity.
Other Structural Vulnerabilities
Unreinforced masonry (URM) buildings are among the most dangerous structures in an earthquake. California has taken steps to mandate retrofits or demolition of URM buildings in many jurisdictions, though compliance timelines vary by city. Homeowners with older masonry construction should consult a structural engineer about their specific building.
Water heater strapping is a simpler and much cheaper precaution - California code has required water heaters to be strapped to wall studs for many years, but older homes may have water heaters that predate those requirements or were installed without proper strapping.
Finding a Qualified Contractor
Earthquake retrofitting is specialty work. Not every general contractor is experienced with it. In California, contractors performing structural work need the appropriate CSLB license - typically a B (General Building) or C-51 (Structural Steel) license, or working under the supervision of a licensed structural engineer.
For brace and bolt work, the CRMP and Earthquake Brace + Bolt program maintain lists of contractors who have been trained and vetted for that specific type of work. Starting with that list is generally a reliable approach.
A structural engineer evaluation can be valuable for homes with more complex issues - unusual construction, prior damage, or hillside locations. Engineer fees vary, but an initial consultation and report might typically run a few hundred to a few thousand dollars depending on the scope.
Getting Quotes and Setting Expectations
Getting at least two or three quotes for retrofit work is standard practice. Ask each contractor to explain exactly what work they are proposing and why, what the permit process will involve, and how long the project will take. Most brace and bolt retrofits can be completed in one to three days once a permit is issued, though permit timelines vary by jurisdiction.
