You can't see your home's insulation from inside the living space. But you can tell whether it's doing its job by observing how your home behaves in extreme temperatures, and you can verify with a quick attic inspection. Here's how to assess your insulation without hiring anyone first.
Signs Your Insulation Is Inadequate
Temperature symptoms: - Rooms that are consistently too hot in summer and cold in winter despite the HVAC running - Temperature variation of more than 3-5 degrees between different rooms on the same floor - Hot spots in the ceiling or cold spots near exterior walls - Attic temperature during summer is extremely high (over 140F in summer is common, but over 150-160F with inadequate insulation and ventilation indicates a problem)
Energy symptoms: - Heating and cooling bills significantly higher than similar-sized homes in your area - HVAC system running continuously during mild weather - Your utility bills increased significantly over the past few years without a change in usage
Visual symptoms: - You can see the attic floor joists (in a standard attic) - this means insulation depth is below the joists, which is too thin - Frost or condensation on interior walls in cold weather (indicates cold bridging through uninsulated wall cavities)
How to Inspect Your Attic
The most accessible check is the attic. You don't need to go in fully - just crack the access hatch and look with a flashlight.
What to look for:
Insulation depth: Look at the floor joists (the wood framing pieces). If you can see the tops of the joists clearly, your insulation is likely below the minimum recommended level (R-38 for California). If the insulation is level with or above the joists, you're in better shape.
For perspective: - R-11: about 3.5 inches deep (1 layer of standard batts - the original builders' minimum) - R-19: about 6 inches deep - R-30: about 9 inches deep - R-38: about 12 inches deep - R-49: about 15 inches deep
Insulation type and condition: Old fiberglass batts that have settled, sagged, or gotten wet no longer provide their rated R-value. Batts that look thin, compressed, or discolored may be significantly underperforming.
Coverage gaps: Check that insulation covers the eaves (but doesn't block the ventilation channels - you should see daylight through the soffit vents), is present above all living spaces, and hasn't been disturbed by pest activity or previous work.
What R-Value Does California Require?
California's Title 24 energy code and utility recommendations:
- Attic (ceiling): R-38 to R-60 for most California climate zones
- Walls (exterior): R-13 to R-21 (harder to inspect or add without remodeling)
- Floor (over unheated space): R-19 minimum
The most common California insulation situation: original homes built before 1980 have 3-4 inches of fiberglass batts in the attic (about R-11 to R-15). This is well below current recommendations.
Simple Tests Without Going in the Attic
The comfort test: On the hottest summer day or coldest winter night, touch the interior ceiling surface in different rooms. A well-insulated ceiling should feel close to room temperature. A hot or cold ceiling surface indicates poor attic insulation.
The infrared test: Thermal imaging cameras (available as smartphone attachments for $200-$400, or as a professional service) can show insulation gaps, cold bridges, and air leaks. A professional energy audit (often available through California utilities for free or low cost) includes this.
The utility bill comparison: Compare your bills to neighbors with similar-sized homes. Consistently higher usage is one indicator (though there are many other factors including efficiency of equipment, usage patterns, and window area).
How to Improve Insulation
Attic blown-in insulation: The most cost-effective improvement for most California homes. A contractor blows fiberglass or cellulose into the attic to increase depth to R-38 or R-49. Cost: $1,200-$2,500 for a typical home, before utility rebates.
Air sealing before insulating: Equally important - sealing penetrations (around recessed lights, plumbing and electrical penetrations, attic hatch) before adding insulation stops the air leaks that bypass insulation.
California utility rebates: PG&E, SCE, SoCalGas, and other utilities offer $100-$500+ in rebates for qualifying insulation improvements. Ask any insulation contractor about current programs before starting.
Federal tax credit: The IRS states that the federal 25C home-improvement credit is not allowed for property placed in service after December 31, 2025. Do not include it in a current insulation budget.
When to Hire a Professional
If you can't safely access the attic, if you want a complete assessment including walls and crawlspace, or if you want to optimize for utility rebates, a professional energy auditor or insulation contractor is the right step.
A free energy audit through your California utility (PG&E Home Energy Checkup, SCE Home Energy Efficiency Rebates, etc.) can identify exactly where your insulation gaps are and what programs you qualify for.
